Kuma-mura, Kumamoto Prefecture, which suffered enormous damage due to record-breaking heavy rain, resumed part of the window service such as issuing a resident card for the first time in two weeks at the main government building. A village official said,

“We were finally able to resume the recovery. We want the residents to recover their daily lives as soon as possible.”

According to the village, due to the heavy rains causing the national road to collapse and the communication lines to be cut off, multiple systems could not be used and the function of the government office continued to be lost. The system was restored by 17th, and preparations were underway for resumption.

The village is to return the function of the disaster headquarters that are transferred to a multi-purpose alternating current facility to prospect the 23 days "Sakura dome" to the main government building. It is said that the timing of full restart of the window service is undecided.
